السياسة التعليمية والاهداف التربوية في دولة قطر 1973-1995م. التعليم العام انموذجا

الملخص
عملت دولة قطر منذ حصولها على استقلالها عام 1971م, بتطبيق جملة من المبادئ والمفاهيم الاساسية على التجربة التعليمية وفلسفتها واهدافها والتي حاولت تأصيلها لدى الاجيال الناشئة والتي اعتبرتها عماد دولتها الجديدة، تزايدت المطالبات في اواخر السبعينيات من اجل كتابة سياسة التعليم واهدافه, لأنها الدستور لعمل التربويين واداة للتقييم ومحور بناء وتطوير التربية. ولم تكن للمنظومة التعليمية في قطر سياسة مكتوبة قبل عام 1982م، وذلك لأن السياسة التعليمية كانت واضحة المعالم عن طريق التواصل اليومي بين التربويين والمسؤولين السياسيين، وكانت الافكار والرؤى تتجسد في ممارسات واقعية على الواقع وبشكل متواصل وشبه يومي مع مستجدات العمل الميداني.
شكلت لجنة من مختلف قطاعات التربية والتعليم عام 1982م بالتعاون مع القطاعات الاقتصادية والاجتماعية، ووضعت وثيقة السياسة التعليمية، والتي اخذت بنظر الاعتبار ملامح الدولة الرئيسة واهمها الاسلام والعروبة ونظام الحكم الذي تبنى الشورى كمبدأ اساسي ليضمن الحريات والحقوق الفردية والجماعية، فضلاً عن كون الدولة عضواً اساسياً في المجتمع الدولي والاسرة الانسانية وان تؤخذ تلك المعطيات بنظر الاعتبار في اعداد السياسة التعليمية.
حددت الحكومة القطرية هدف التعليم منذ نشأته في بناء جيل سليم البنية والتفكير ومؤمن بالله ومعتز بالتراث العربي الاسلامي متحلي بالأخلاق الفاضلة مدرك لواجباته، وتبنت المناهج القطرية تلك الاهداف فضلاً عن ما أقرته اتفاقية الوحدة الثقافية العربية، ولم تدون تلك الاهداف حتى عام 1982م وانما كانت منهاج عمل يومي متواصل بين القائمين على العمل من تربويين ومسؤولين سياسيين.
وضعت السياسة التعليمية لدولة قطر عام 1982م اهداف تربوية بشكل اكثر تفصلاً لتسترشد بها الكوادر التعليمية ولتحقق الهدف المنشور وتبنتها المناهج الدراسية للمراحل المختلفة وتميزت تلك الاهداف بالوضوح والشمولية.
