Abstract

      Since achieving independence, the State of Qatar has implemented a set of principles and fundamental ideas in its educational system, philosophy, and objectives. The aim is to instill these ideals in the younger generation, which is seen as the foundation of the new state. During the late seventies, there was a growing need to formulate the education policy and its objectives, as it serves as the foundation for educators' work, a means of assessment, and the central pillar for progress and growth. Acquiring knowledge and skills through formal learning processes. Prior to 1982 AD, the educational system in Qatar lacked a formal written policy. Instead, the educational policy was established through regular communication between educators and political officials. Ideas and visions were implemented through practical actions in the field, with continuous and frequent updates.In 1982, a committee was established to create an educational policy document. This committee included representatives from different sectors of education, as well as the economic and social sectors. The document aimed to incorporate key aspects of the state, such as Islam, Arabism, and the government system based on the principle of Shura, which ensures individual and collective freedoms and rights. Additionally, it emphasized the state's role as a significant member of the international community and the human family. These factors were considered when formulating the educational policy       The Qatari government has set the goal of education since its inception to build a mountain with sound structure and thinking, one who believes in God, is proud of the Arab-Islamic heritage, possesses virtuous morals, and is aware of his duties. A continuous day between those in charge of work, including educators and political officials.     The educational policy of the State of Qatar in 1982 set educational goals in a more detailed way to guide the educational cadres and to achieve the published goal and to be adopted by the curricula of the different stages. These goals were clear and comprehensive.            The study aims to clarify the strategy adopted by the newly established State of Qatar in developing its educational institutions and establishing a strong educational base that relies on high-quality expertise and competencies in continuous development. The study tries to show how education in Qatar moved to advanced stages in a short period of time. The study was divided into paragraphs. Moeena dealt with the most important foundations on which Qatar relied in developing its educational institution and the educational goals it adopted in this field.
