السياسة الاقتصادية لأحمد باي وآثارها على تونس(1837-1855)

الملخص
كانت أوضاع تونس مستقرة في عهد حمودة باشا (1782-1814) وعاشت رخاءً اقتصادياً واستقراراً سياسياً بفضل السيطرة على الموارد وازدهار حركة التجارة الداخلية والخارجية، إلا أنَّ انعقاد مؤتمري (فيَّنا 1815، واكس لاشابيل 1818) الدوليين قدا أثرا على تونس في عهد أحمد باي (1837-1855) فقد حرما تونس من أهم مواردها البحرية بسبب منع (القرصنة البحرية) الذي يطلق عليه في تونس بالجهاد البحري في البحر المتوسط، الأمر الذي أدى إلى مشكلات عديدة في اقتصادها ودخولها دوامة الصراع السياسي وظروف اقتصادية صعبة، وبدأ أحمد باي بتحديث الجيش مقابل صرف أموال كثيرة لسد النفقات الكبيرة، فأتجه إلى فرض الضرائب الكبيرة على السكان، وطور نظام الالتزام الذي أثقل كاهلهم، وهو ما صب في مصلحة فئة محدودة تمثلت بالباي وحاشيته والملتزمين وعدد المنتفعين من تطبيق ذلك النظام الذي قد سُلطَ على الأهالي، ولم يأخذ بالحسبان الأوضاع الاقتصادية والمعاشية التي يمرون بها .
