مؤتمر ريو دي جانيرو لعام 1942 واثره على العلاقات العسكرية الامريكية ـ البرازيلية

الملخص
بعد ازياد الهجوم الالماني على ميناء هاربر عام 1941 ، دفع وزارة الخارجية الامريكية بإبلاغ المجلس الحاكم لاتحاد جامعة الدول الأمريكية برغبتها بعقد اجتماع في الاول من كانون الثاني 1942 ، لقطع علاقات الجمهوريات الأمريكية مع دول المحور ، حضره 26عضوا من الامم المتحدة في واشنطن ، و تولى قيادة الوفد نائب وزير الخارجية الامريكية سمنر ويلز Summer) Welles) ، كان موقف البرازيل في المؤتمر غامضاً ، اذ رحبت البرازيل بقضية الدفاع عن وحدة الامريكيتين ، من غير أن تقدم اي وعود ملموسة لإدارة واشنطن ، اذ اعطت الاخيرة وعودا للبرازيل بالدعم العسكري والاقتصادي ، وان تسمح لقواتها المشاركة في الحرب العالمية الثانية بتكاليف امريكية لكونها بلدا منزوع السلاح ، وبالمقابل ان تسمح البرازيل لها بناء قواعد عسكرية في شمالها الشرقي في منطقة ناتال ، لأجل دعم عملياتها العسكرية في شمال افريقيا لتتمكن من اطلاق طائراتها لمحاربة دول المحور ، ولاسيما ان تلك المنطقة تعد اقصى نقطة في شرق امريكا اللاتينية من جانب ، واستيراد بعض الموارد الاستراتيجية منها من جانب اخر . باشرت العلاقات بالخطوات الأولى في تعاونهما الوثيق بعد ان تمكنت البرازيل من استحصال موافقة الادارة الامريكية على تجهيز القوات البرازيلية بالأسلحة ، وبدورها منحتها في 28 شباط 1942 حق الاشراف على القاعدة الجوية في ناتال ، ومن هذا المنطلق اصبحت العلاقة العسكرية متآصره بين الطرفين
