الاستراتيجية المصرية (والاسرائيلية) تجاه الصومال وارتيريا 1981-2011

الملخص
شهدت دولتي الصومال وارتيريا تنافسا مصريا (اسرائيليا), والذي مر بمرحلة تاريخية مهمة, لمدة ثلاثة عقود تقريباً, حاولت كل من الدولتين فرض نفوذهما في تلك الدولتين, باستغلال نفوذهما, أو دعم حركات التحرر أو القوى السياسية, مستغلة علاقتها بالدول المجاورة لهاتين الدولتين, والتي شهدت محاولات شد وجذب بين الطرفين, على الرغم ان الكفة قد رجحت للجانب (الاسرائيلي) على الجانب المصري مستغلةً, نفوذها في تلك الدول والدعم من الدول الكبرى المتمثلة بالولايات المتحدة الامريكية, والمنظمات الدولية, بالمقابل كان الدور المصري في تلك الدول بالتحفظ وتأدية دور التوفيق بين الاطراف المختلفة ، فقد اتسمت الاستراتيجية (الاسرائيلية)المصرية تجاه الصومال، ولاسيما في خلافات الاخيرة مع اثيوبيا بتأييد ومساندة اثيوبيا وتحشيد القوى الكبرى كالولايات المتحدة ضد الصومال ،وقد تغيرت تلك الاستراتيجية بعد عام 2001, إذ تمكنت (اسرائيل) من التحرك والنفاذ الى الصومال تحت مظلة الاغاثة الانسانية، بينما تمثلت الاستراتيجية المصرية تجاه الصومال، ولاسيما ازاء خلاف الاخيرة مع اثيوبيا بإعلان مصر عن استعدادها لتقديم الحلول السلمية بين الأطراف المتنازعة ورفض التدخل الاجنبي.
اما بالنسبة للاستراتيجية(الاسرائيلية) المصرية تجاه ارتيريا، فقد اتسمت السياسة المصرية في عام1983بالوقوف على الحياد ازاء المسألة الارتيرية ،ولاسيما بعد تأكيدات مصر في القمم الافريقية بعدم التدخل والابتعاد دعم الثورة الارتيرية او الحركات القومية الداخلية في اثيوبيا، وبعد تحرير ارتيريا عام 1991اعترفت مصر بالوضع الجديد في اثيوبيا واقامت مصر اتفاقيات عدة معها، بينما تمثلت الاستراتيجية (الاسرائيلية) تجاه ارتيريا بتقديم الدعم لأرتيريا بهدف انشاء جيش نظامي قادر على مواجهة التهديدات من اثيوبيا والسودان واليمن وتشكيل فريق عمل مشترك مهمته التسليح والتدريب، كما ابرمت(اسرائيل) صفقات عسكرية عدة مع ارتيريا، فضلاً عن تقديمها منحا دراسية عدة للطلبة والمدرسين الارتيريين.
