العلاقات العراقية ــ الإسبانية : التحديات وفرص المستقبل

الملخص
شهدت العلاقات الاسبانية –العراقية منذ بدايتها عام 1946 , استقراراً تاماً وعلاقاتٍ وديةٍ , كانت محركها الاساس مصالح الدول الكبرى لاسيما الولايات المتحدة الامريكية, ولم تشهد العلاقات تقدماً ملحوظاً حتى خروج اسبانيا من عزلها واندماجها مع سياسات الدول الاوربية في ثمانينيات القرن العشرين , ودخولها ضمن سياسة الاتحاد الاوربي وحلف الناتو. لذا لوحظ تحسن طفيف ودعم للعراق لاسيما مشاركتها في الكثير من البرامج الانمائية والصحية والغذائية , وكانت إسبانيا جزءاً من برنامج "النفط مقابل الغذاء" الذي أنشأته الأمم المتحدة . وعندما شنت الولايات المتحدة الامريكية حربها على العراق عام 2003 , كانت اسبانيا عضواً فاعلاً وشريكاً اساسياً في تلك الحرب . لذا شهدت العلاقات تحسناً ملحوظاً, تمثل بتقديم المساعدات الى حلفائها من الدول الكبرى . وبعد ذلك مرت العلاقات بفتور ومن ثم تنشط تبعاً لمصالح البلدين.
