انتشار المراكز الانتخابية البرلمانية لعام 2021 في محافظة صلاح الدين

الملخص
تبحث الدراسة في كيفية تقسيم دوائر الانتخابات في العراق، والتي تم تقسيمها على أساس جغرافي بعيداً عن أي تأثيرات متعلقة بالدين أو المذهب أو الطائفة أو القومية أو الأثنية لخدمة المصالح السياسية. وستناقش آثار هذا التقسيم على نتائج الانتخابات النيابية التي أجريت في عام 2021، حيث تم تقسيم محافظة صلاح الدين إلى ثلاث دوائر انتخابية. وسيتم التركيز على الآثار السلبية لهذا التقسيم الجديد، من خلال دراسة التوزيع الجغرافي للناخبين والمراكز الانتخابية حسب الوحدات الادارية والدوائر الانتخابية والتي لم تكن معمول بها سابقاً، وتأثيرها على سلوك التصويت للناخبين وعلى النتائج الانتخابية ككل. كما ستتطرق إلى نسب التصويت في كل دائرة والتي تضم أعداداً كبيرة من مراكز الاقتراع . ويجب التأكيد على أهمية مبدأ التوازن النسبي في عدد الناخبين بين الدوائر الانتخابية، لضمان التمثيل العادل في المجلس المنتخب ويجب أن يتم تحديد الدوائر بطريقة عادلة وحيادية، مع وجود رقابة من جهة محايدة لضمان عدم انتهاك المبادئ الدستورية.
