الدور الحكومي والخارجي في معالجة ظاهرة النزوح في العراق

الملخص
شكلت ظاهرة النزوح حدثا اجتماعيا بارزا كان نتيجة عوامل سياسية وأمنية واجتماعية واقتصادية، خلال العام 2014 بعد سيطرة تنظيمات داعش الإرهابية على مساحات واسعة من بعض المحافظات العراقية، وكان من نتائجها ظهور ظواهر سلبية تمثلت بالبطالة والنزوح وتصدع المنظومة المجتمعية والمنظومة التعليمية مما خلّف واقعا مأساويا على مختلف الأصعدة والأنشطة الحياتية، وكان على الحكومة أن تقوم بدورها المطلوب تجاه احتواء تلك المشكلات وإعادة ترميم وجه القيم الذي تصدع ، فضلا عن الدور الريادي المتمثل باحتواء تلك الأزمة عبر دورين داخلي وخارجي، تمثل الدور الداخلي بالجهد الحكومي المنسجم مع وزارات الحكومة ، بينما انصب الدور الخارجي على دور المنظمات الدولية والدول المانحة ، وتناولت هذه الدراسة الكشف عن فاعلية الدورين المذكورين وكيفية معالجة تلك الظاهرة
