الملخص
على اثر نهاية حرب الخليج الثانية أواخر شباط عام 1991، وجدت الإدارة الأمريكية ضرورة استغلال نتائج الحرب من ضعف الموقف العربي وانعكاساته على القضية الفلسطينية ومجمل قضايا الصراع العربي – الاسرائيلي، ضرورة البدء بإجراء مفاوضات مباشرة بين الدول العربية و(إسرائيل)، وقد كلف الرئيس جورج بوش وزير خارجيته جيمس بيكر بمهمة إقناع أطراف الصراع قبول إجراء المفاوضات. وعبر ثمان جولات بدأت أولاها في اذار وانتهت اخراها اواسط تشرين الاول 1991، تمكن بيكر من اقناع الأطراف المعنية بأهمية المفاوضات والحضور الى مؤتمر السلام المزمع عقده.
