الملخص
تمثل هجرة الكفاءات العلمية إحدى القضايا التي أثرت بصورة واضحة في مسار التنمية في العراق، لما يترتب عليها من خسارة للخبرات والطاقات البشرية المؤهلة التي تحتاجها مختلف القطاعات. وتهدف هذه الدراسة إلى تحليل واقع هجرة الكفاءات العراقية خلال المدة (1940–2003)، مع تحديد أبرز العوامل التي دفعت أصحاب الاختصاصات إلى مغادرة البلاد، وبيان الآثار التي انعكست على التنمية الاقتصادية والاجتماعية والعلمية، فضلاً عن استعراض المراحل التاريخية لهذه الظاهرة. واعتمدت الدراسة المنهج الوصفي التحليلي من خلال مراجعة الأدبيات والبيانات المتاحة وتحليلها. وتبين أن العوامل السياسية والاقتصادية والأمنية، إلى جانب ضعف البيئة المؤسسية ومحدودية فرص العمل الملائمة، كانت من أهم دوافع الهجرة. كما أظهرت النتائج أن استمرار نزيف الكفاءات أسهم في إضعاف القدرات العلمية والإنتاجية، وأثر في أداء مؤسسات التعليم والبحث العلمي، الأمر الذي يتطلب تبني سياسات أكثر فاعلية لاستقطاب الكفاءات والحفاظ عليها وتوفير بيئة مناسبة للاستفادة من خبراتها في دعم التنمية
