المرتكزات الجغرافية البشرية المؤثرة على تطبيقات الحوكمة في العراق

الملخص
تعد الحوكمة الالكترونية اداةً تقرب المسافات وتجتاز الحدود دون حواجز تذكر باستخدام التكنولوجيا الحديثة في تفعيل الدور الرقابي على عمل الإدارة وتحسين أدائها والإسهام في بناء الشفافية بينها وبين المواطنين واستغلالها في تطوير النشاط الاداري للمؤسسة والارتقاء بوضعيتها المالية والمحافظة على مصالح مختلف الاطراف المتعاملة معها، نالت الحوكمة الالكترونية اهتمام الباحثين بعلاقتها بالجغرافية السياسية وبيان مدى التأثير المتبادل بينهما، لذا تعد الحوكمة الالكترونية حدثا مهما في تطور التكنولوجيا الحديثة الدوائر الدولة، وواحداً من أدوات القوة الناعمة التي عززت من الاهمية المتماسكة لبناء الشفافية في العمل.
لقد تناول الموضوع من خلال الاجابة عن المشكلة المتمثلة بـ : ماهي العوامل الجغرافية المؤثرة في تطبيقات الحوكمة في العراق؟ وللوصول الى النتائج المطلوبة افترض الباحثان (ان المرتكزات الجغرافية البشرية لها تأثير كبير في استخدام الحوكمة في إدارة الدولة بكل مفاصلها ومدى تأثيرها بالعلاقات السياسية والاجتماعية).
تكمن اهمية البحث في انه يدرس تطبيقات الحوكمة الالكترونية وعلاقتها في الجغرافية السياسية وهذا مكن الدولة من تقديم خدماتها بكفاءة عالية سهلت للمواطن الوصول الى دوائر الدولة من داخل المنازل. ولا تقتصر اهمية البحث في هذا الجانب فقط بل تمتد إلى كون البحث يبين اثر المرتكزات الجغرافية البشرية في تطبيقات الحوكمة الالكترونية في العراق.
وبما ان الفضاء الالكتروني اصبح المسرح المكاني الذي يتفاعل فيه مكونات الذكاء الاصطناعي فأصبحت الحوكمة الالكترونية لها دور بارز في مؤسسات الدولة العراقية فيحتاج الى دراسات تطبيقية معمقة التحليل دوره في إدارة الدولة وقوتها التكنولوجية.
لقد اتبع الباحثان ثلاثة مناهج للوصول الى النتائج المطلوبة وهما منهج تحليل القوة، والمنهج الوظيفي، والمنهج الاقليمي.
- اما حدود البحث فإنها تتمثل بما يأتي :
- المكانية: وتتمثل بالحدود الجغرافية العراقية.
- الزمانية: وتتمثل بالعام (2024).
