التحديات الجيوسياسية التي يفرضها الذكاء الاصطناعي على الدولة

الملخص
يمثل الذكاء الاصطناعي في الوقت الحالي ، من اهم ما جاءت به الثورة الصناعية الرابعة التي انعكست آثارها على المستويات كافة ، فعلى الرغم من المزايا التي يتمتع بها ، الا ان هناك تحديات جمة تفرض نفسها على الدول بغض النظر عن تقدمها او تخلفها ،غنيها او فقيرها ، خصوصاً في ظل تنافس محموم ما بين الدول حول تطويره وامتلاكه من جهة ، وعدم التوصل الى لوائح قانونية دولية تنظم ذلك . لذا يهدف البحث الى التعرف على المحددات الجيوسياسية التي يفرضها الذكاء الاصطناعي على الدول ، وقد وجد بأنها تمثل محددات حقيقية يمكن ان تضع الدولة في حالة الحرج، تبدأ من مساهمة الذكاء الاصطناعي في التأثير في سيادتها ،وتخلق حالة الشرخ بينها وبين المجتمع في ظل تنامي الاقبال الواسع لاستعمال وسائل التواصل الاجتماعي ، وتمر هذه المحددات لتخلق حالة من التفاوت الطبقي داخل المجتمع ، ناهيك عن ازاحة اعداد كبيرة من الموظفين والعمال مما يوثر في الوضع الاقتصادي برمته للدولة ، وتنتهي هذا المحددات بالعسكرية التي لها بالغ التأثير على وضع الدولة ومكانتها من نواحٍ عدة منها ان السعي نحو امتلاك الدول للذكاء الاصطناعي ينذر بعودة سباق التسلح ما بين الدول ، وهذا سوف يكون على حساب التنمية ، الى جانب الخشية الكبيرة من امتلاك الفواعل دون الرسمية ولاسيما التنظيمات الارهابية مما يجعل الدولة بشكل حقيقي على المحك. وامام هذا الكم الهائل من التحديات الجيوسياسة تصبح الحاجة ملحة لوضع قوانين على المستوى الوطني وعلى المستوى الدولي تنظم عملية تطوير وتنظيم وتبني الذكاء الاصطناعي .
