الملخص
جاءت دراسة تأثير التوازنات الأوربية على الدولة العثمانية لكشف حقيقة وصورة المشهد السياسي والعسكري والاقتصادي في القارة الأوربية والتحديات التي واجهتها لكي تتمكن من مواجهة الدولة العثمانية، ومحاولة إخراجها من نطاق القارة الأوربية، وبينا الدور الروسي ودخوله المشهد السياسي والعسكري بصورة كبيرة وقوية لتنفيذ السياسة الجديدة التي بدء بتنفيذها منذ عهد بطرس الأكبر 1682-1725م والمتمثلة بالوصول إلى المياه الدافئة، وابرزنا التنافس بين الدول الأوربية للحصول على امتيازات من الباب العالي على حساب غيره من القوى الأخرى وهذا ظهر واضحا في القرنين السابع عشر والثامن عشر بعد ان تكبلت الدولة العثمانية بالعديد من المعاهدات وبالتالي أصبحت بحاجة ماسة إلى من يقدم لها العون للخروج من الأزمة التي كانت نتيجة انعكاس التوازنات على تدهور الأوضاع على مؤسساتها السياسية والعسكرية والاقتصادية والإدارية والاجتماعية .
