الملخص
هدفت الدراسة إلى التعرف على دور الجامعات السعودية في تفعيل لجان الاستثمار في ضوء اللائحة المالية الجديدة للجامعات السعودية، وذلك من خلال استعراض نظام الجامعات الجديد وفقا لمتطلبات رؤية المملكة 2030، وتقديم المقترحات لتفعيل الاستثمار الجامعي، واستخدمت الدراسة المنهج الوصفي التحليلي باستخدام المقابلة المقننة المفتوحة لاستعراض وتحليل أراء عدد (10) من الخبراء والمختصين في هذه اللائحة، وتوضيح أبرز التعديلات التي أجريت عليها، وأيضاً تحديد المتطلبات ودور الجامعات لتفعيل لجان الاستثمار بشكل أمثل في ضوء تلك اللائحة، وأسفرت نتائج الدراسة عن أن الجامعات السعودية لها دور رئيسي في تفعيل الاستثمار من خلال وضع التشريعات والأنظمة القانونية للقيام بعملية الاستثمار، وتدريب منسوبها، وتوفير البنية التحتية والفوقية، وتسخير منشأتها لتحقيق أهداف الاستثمار. كما تتعدد أدوار لجان الاستثمار في الجامعات من حيث تقديم الخطط الاستثمارية للتعليم، وتحديث قاعدة البيانات للأصول الاستثمارية، والتعاون مع القطاع الخاص والعمل على رفع كفاءة الجامعة في الاستثمارات المتنوعة. وقد أوصت الدراسة بضرورة تدريب منسوب الجامعات السعودية والاستفادة من التجارب العالمية والعمل على تبسيط الإجراءات والأنظمة الإدارية في مجال تمويل الجامعات.
