الجماعات الارهابية عابرة الحدود وتأثيرها على الأمن الوطني في العراق

الملخص
يرتكز الأمن الوطني لأية دولة على مجموعة من العناصر المتوفرة والمتاحة والموظفة توظيفاً أمثل سواء أكانت سياسية أو تقنية، اقتصادية أم عسكرية، وهي بمجموعها تمثل عناصر تكمل بعضها البعض من أجل ضمان الأمن الوطني للدولة، والارتقاء بأداء هذه القدرات يمثل السبيل الأهم والكفيل لبناء وتدعيم الأمن الوطني لدولة ما، في ضوء تغير البيئة الاستراتيجية المحلية والإقليمية والدولية، وتنامي آفاق العولمة وتآكل السيادة الوطنية للدول مع تطور ثورة المعلومات ووسائل الاتصال، وتلاشي الحدود بين الدول والتواصل اللامتناهي في عصر الفضاءات المفتوحة، وتنامي ظاهرة الإرهاب العابر للحدود وما ينتج عنها من تداعيات تمثل أوضحها بتصاعد الصراعات والنزاعات بمستوياتها المحلية والإقليمية والدولية، وتداعياتها الإيديولوجية والسياسية والاقتصادية والثقافية والعسكرية والأثنية والوطنية والعرقية، جعلت المجتمعات تعيش حالة من الفوضى، مع التطور السريع في كل الاتجاهات والمستويات، الأمر الذي رتب تبلور العديد من التحديات والتهديدات غير التقليدية التي فرضت على صانعي القرار صياغة استراتيجية تضمن وسائل غير تقليدية من أجل ضمان الأمن الوطني.
