المجالس النيابية العراقية في العهد الملكي 1925-1933 (مسوغات التشكيل وأسباب الحل)

الملخص
بعد الاحتلال البريطاني للعراق عام 1917، ومن ثَمَ قيام الحكم الملكي على إثر تنصيب الأمير فيصل بن الحسين ملكاً على العراق في الثالث والعشرين من آب 1921، صدرت الإرادة الملكية في التاسع عشر من تشرين الأول 1922، بتشكيل المجلس التأسيسي العراقي، لغرض إنجاز المهام الثلاثة التي أوكلت إليهِ، التي تضمنت: تشريع القانون العراقي (الدستور)، وسن قانون انتخاب مجلس النواب، والمصادقة على المعاهدة العراقية - البريطانية لعام 1922. وبعد أنَّ أنجزت تلك المهام، أخذ يعرف نظام الحكم الملكي في العراق بنظام الحكم البرلماني.
لقد تشكلت على إثر إصدار قانون انتخاب مجلس النواب في الثاني من آب 1924 أربعة مجالس نيابية خلال المدة (1925 - 1933)، وكان تشكيلها خلال حكم الملك فيصل الأول. ومن هنا أخذ العراق يعيش حالة الصراع السياسي بين الساسة العراقيين، فكان أنَّ أصبحت السلطة التشريعية ضحية ذلك الصراع، إذ قامَ العديد من رؤوساء الوزارات بتشكيل المجالس النيابية ومن ثَمَ الأمر بحلها وبموافقة الملك.
