الاستراتيجية الأمريكية وطبيعة علاقتها في ليبيا من عام 1945-1969 (دراسة تاريخية)

الملخص
تمتعت منطقة شمال افريقيا بموقعها الجغرافي الاستراتيجي المهم مما جعلها مسرحاً مفتوحاً للصراعات الدولية للسيطرة على هذه المنطقة واستغلال موقعها المتميز، وتسخير امكانياتها ومقدراتها الاقتصادية، خدمة لأهدافها البعيدة والقريبة المباشرة وغير المباشرة.
وقد ادركت الولايات المتحدة الامريكية هذه الحقائق، وورثت الدور الاستعماري لكل من فرنسا وبريطانيا وحاولت قدر الامكان الاستفادة من دروس هاتين الدولتين الاستعماريتين السابقتين وذلك بأن ابتدعت استراتيجية جديدة غير مباشرة لاسيما بعد الحرب العالمية الثانية 1945، وذلك بإنشاء قواعد عسكرية فيها لتكون حجر اساس تستخدمه كوسيلة للضغط على الحكومة الليبية لفرض هيمنتها الاقتصادية لتحقيق اكبر قدر من الفائدة، وقد استمر الوجود الامريكي في ليبيا حتى بعد حصول ليبيا على استقلالها عام 1959، إذ قيدت الحكومة الجديدة باتفاقيات من اجل المحافظة على استمرار وجودها.
توصل البحث الى جملة من النتائج والتي يمكن اختصارها بما يلي: أن موقع ليبيا شمال افريقيا كونه يمثل حلقة وصل بين حوض البحر المتوسط والاتحاد السوفيتي من جهة وبين افريقيا وأوروبا من جهة اخرى قد ساعد من اهميتها الاستراتيجية، والتي ازدادت معها مطامع الدول الكبرى وفي مقدمتها الولايات المتحدة الامريكية.
واجهت ليبيا تحديات حقيقية ظهرت من خلالها الاطماع الامريكية والتي جعلت ليبيا تسير في تلك السياسة الامريكية وتتبع سياستها الخارجية، لأنها مكبلة بالاتفاقيات الاقتصادية ناهيك عن وضع ليبيا الاقتصادي المتدهور فاستغلت الولايات المتحدة الامريكية الوضع الاقتصادي المتدهور لتفرض عليها شروطها.
