الملخص
شهد العالم خلال العقد الأخير من القرن العشرين وتحديداً بعد انهيار الاتحاد السوفيتي بروز القطبية الاحادية المتمثلة بالولايات المتحدة الامريكية وأثرها الواضح في تسيير السياسية الدولية وعلى كافة المستويات ، مما ولدت أسباب أدت الى ظهور تكتلات سياسية واقتصادية وعسكرية إقليمية تهدف إلى إدارة شؤونها المتنوعة بمعزل عن السياسية الامريكية ، ومن هذه التكتلات هي منظمة شنغهاي للتعاون SCO ، وهي منظمة أقليمية أوراسية تكونت من ستة دول اتفقوا على حل مشكلاتهم وتعزيز الدور الاقتصادي والتنموي فيما بينهم بمعزل عن قطبية الولايات المتحدة ضمن هيكل اداري خاصة بالمنظمة سعياً الى تحقيق الاهداف المرسومة في اطار استراتيجي واضح المعالم .
