التحديات التي تواجه السياسة التشغيلية في العراق

الملخص
إن عدم قدرة الاقتصاد العراقي على توفير فرص عمل جديدة والتي تكون قادرة على استيعاب عدد كبير من الايدي العاطلة عن العمل والداخلين الجدد إلى سوق العمل, حيث تعدّ هذه من أهم التحديات التي تواجه الاقتصاد بشكل عام، هنا يحتاج إلى جهود حثيثة في ظل الطاقات الانتاجية المعطلة في الدولة ، ايضا انعدام الامن يعد من التحديات الكبيرة التي تواجه التشغيل في العراق، وإن الاستثمار من شأنه أن يوفر فرص عمل كبيرة، اضافة إلى إن السياسة التشغيلية في العراق تلاقي العديد من التحديات التي تحول بين تحقيق اهدافها المنشودة، وأن هذه التحديات متعددة منها سياسية ومنها اجتماعية ومنها اقتصادية ، كل هذه التحديات تكون عائق امام هذه السياسة في تحقيق أهدافها، حيث أن قصور الرؤى السياسية و الاقتصادية والاجتماعية في كيفية إدارة الموارد المتاحة والهدر في الثروات والتبديد من أهم التحديات التي تواجه التشغيل، واضافة إلى الصرعات والحروب والديون الخارجية التي طالما وقفت امام تقدم وتطور المجتمع وسببت في التخلف الاقتصادي وتخلف القطاعات الحيوية في المجالات كافة، وتهميش القطاع الخاص جعله جامدا معطلا ولا سيما هذا القطاع له تأثير كبير على الاقتصاد، أن كل هذه التحديات من شأنها أن تؤدي إلى انهيار على كافة الاصعدة.
