الملخص
يدور الكلام في هذا البحث بمسائل (تبرعات الاموال والمنفعة) التي لها صلة مباشرة بـ(ـالتبرعات والمساعدات والمعونات والتطوعات والعطاء والصدقات والاغاثة) .
(voluntary donations, aid, volunteers, giving, charity and relief) الطوعية على جهات (الخير والبر في زمن جائحة كوفيد 19 او ما يسمى فايروس كورونا) ، عنــوان البحث هـــــو :
((تبرعات الامـوال والمنفعة عند الازمات فايروس كورونا انموذجاً ــ دراســـة فــقهية))
تبرعات الأموال والمنفعة – هما أحد أبرز واهم سمات المجتمع المسلم والانساني وقد فَعله المسلمون تلبية لأوامر الله U وسنة نبيه r رحمة بالناس والمحتاجين وخاصة وأننا نمر ببلاء عظيم في ظل ازمة وباء نزل بالأمة الاسلامية وهو فايروس كورونا او ما يسمى (كوفيد 19).
خاصة اننا نفتقر اليوم الى الخدمات الصحية ، وكثرة المحتاجين والمصابين والضعفاء ، وتوقف الاعمال والإشغال ووسائل الرزق والعيش ، بسبب الزام الناس لمنازلهم ومنعهم من الخروج لأعمالهم والسعي للرزق ، خشية انتشار هذا الفايروس
وهنا تبرز أهمية التبرعات ، ﭧﭐﭨﭐﱡﭐ ﱖ ﱗ ﱘ ﱙ ﱚ ﱛﱜ ﱠ ([i])
جاء في تفسير الآية ((من تجنب قتل نفس واحدة وحافظ على حرمتها واستحياها خوفا من الله فهو كمن أحيا الناس جميعا ، ومن أحياها واستنقذها من مهلكة فكأنما أحيا الناس جميعا )) ([ii])، او عند من قام بدفع الهلاك عنها بالتبرع او الصدقة .
وقوله ((ﱛﱜ) حال من الناس او تأكيد ؛ وَمَنْ أَحْياها اى تسبب لبقاء حياتها بعفو او منع عن القتل او استنقاذ من بعض اسباب الهلكة فَكَأَنَّما أَحْيَا النَّاسَ جَمِيعاً فكأنما فعل ذلك بالناس جميعا والمقصود من التشبيه المبالغة فى تعظيم امر القتل بغير حق والترغيب فى الاحتراز عنه)) ([iii]) .
وعملا بقول النبي r سمعت ابن وهب قال: سمعتُ النبيَّ r يقول))تصدَّقوا ؛ فإِنهُ يَأتي عليكم زمانٌ يَمشي الرَّجلُ بصدَقَتِه فلا يَجِدُ مَن يَقبَلُها ، يقولُ الرجُلُ: لو جئتَ بها بالأَمسِ لقبِلتُها ، فأمَّا اليومَ فلا حاجةَ لي بها)) ([iv]).
هذه الجائحة المسمات (فايروس كورونا) انتشر في اغلب الدول (العربية والاسلامية وغير الإسلامية) ، كـ(ـالولايات المتحدة الأمريكية وفرنسا وبريطانيا والمانيا ودول اوربا) ابتدأ من شهر شباط سنة 2020 م ، رغم ان هذه الدول الكثير منها لديه تامين صحي وخدمات طبية على مستوى كبير حيث أنهم أخذوا جانب التبرع والإغاثة الانسانية كما جاء بها ديننا وطبقت في جوانب عديدة منها:
(تأهيل المشافي لمواجهة كارثة كورونا ، وتقديم المساعدات لكبار السن وللفقراء الذين تعطلت اعمالهم) لان الحياة اصبحت متوقفة والجلوس في البيت امر اجباري بدون دخل مالي او طعام يسد حاجتهم ؛ مما اضطر بعض اصحاب الدخل اليومي والمحدود الى طلب المساعدة المالية لإطعام عوائلهم ، هذا يؤكد لنا أن التبرعات والمساعدات التطوعية ليست عملا تقليدا من الماضي ولم يعد له دور في الوقت الحاضر او تقليدا ، بل اثبت ان دوره مطلوب وخاصة في وقتنا ، وله ما يدعمه ويجب العمل على إستمراريته بكل السبل ([v]) ؛ فالتصدق والتبرع في جهات الخير والبر والمعروف ، كل هذا اوصى به ديننا الحنيف.
