الملخص
تعد مشكلة البطالة مشكلة ذات أهمية كبيرة كونها اخذت محور اهتمام الباحثين والاختصاصيين في المجالين الاجتماعي والاقتصادي في المجتمعات المعاصرة, إذ هي موضوع يفرض نفسه بشكل عام حيث تحاول المجتمعات والدول كافة بدراسة مشكلة البطالة وتحليل اسبابها ومؤثراتها وانعكاساتها الاجتماعية والاقتصادية بشكل عميق ومدروس وفق السياسات والاستراتيجيات المتاحة, وقد اخذت تشغل بشكل كبير صناع القرار والباحثين لما تمثله من اخطار متمثلة بعدم وجود فرص عمل يتناسب مع الحجم والنوع وضع القوى العاملة حيث بلا شك ان البطالة تعني تعطل القدرات البشرية وتبدد النمو الاقتصادي للطاقات البشرية الموجودة بين افراد المجتمع وخاصة بين فئات الشباب الخريجين, فهي تشكل عبئا اجتماعيا ونفسيا ومصدراً للاضطرابات من المنظور الشخصي لما ينتابهم من شعور بالإحباط وفقدان الامل لعدم امكانية حصولهم على فرصة عمل تتلاءم والمستوى التعليمي والمؤهلات العلمية التي يحصلون عليها بعد الدراسة ، وبالمقابل يجدون أنفسهم عاطلين عن العمل ولاامكانية للمجتمع لتوفير فرص عمل تضمن لهم مصدر دخل شهري ضمان لهم ولأسرتهم لتوفير متطلبات الحياة الاساسية.
