Abstract

Morocco has experienced numerous reform dynamics following two historical defeats, leading to various transformations across political, economic, social, and cultural spheres. The persistent inquiry throughout this period has been: "What is the pathway to achieving reform?" Nonetheless, the inquiry into reform was marked by its extensive scope, particularly its receptiveness to many concerns, with the paramount concern being human rights, which has seen significant momentum and prominence. In this context, reformist movements have significantly contributed to advancements in human rights. Considering the contributions of intellectual elites in establishing, critiquing, and evaluating the reform discourse in Morocco, alongside the participation of civil society organizations in shaping reform visions and influencing their trajectories, it can be asserted that there exists a cohesive foundation in the perspectives of intellectual elites and civil organizations. This study aimed to elucidate the key intellectual circumstances and civic practices that influenced the reform movement in modern Morocco by meticulously recording and examining these concerns.
