الملخص
لما كانت العلاقات الدولية قائمة على حقائق الارض والجغرافيا والاقتصاد، فالأهمية الاستراتيجية لدولة الإمارات العربية المتحدة جعلت منها محل عناية واهتمام القوى العظمى ومنها فرنسا لأجل تحقيق الاهداف والاغراض التي تسعى اليها الاخيرة في سياستها الخارجية من خلال التأثير والاقناع بعد ان ابتعدت فرنسا عن سياسة الارغام من اجل مصالحها.
اصبحت فرنسا تتطلع بطموح الى ان تكون لها سياسة خارجية مؤثرة تتفاعل بها مع دول منطقة الخليج العربي ولاسيما مع الامارات في ظل ما تشهده السياسة العالمية من استراتيجيات مستحدثة للدول العظمى الأخرى. وهي في توجهها هذا نحو المنطقة فأنها تتطلع نحو اقامة علاقات تعاونية في المجالات الاقتصادية والتجارية والسياسية والعسكرية بل الثقافية ايضاً للوصول الى درجات عالية من التشابك في المصالح والحصول على الثقة المتبادلة والتنسيق في السياسات والمواقف تجاه القضايا والتطورات الاقليمية والعالمية.
ولما كانت دولة الامارات العربية المتحدة هي جزء من هذه المنطقة الحيوية التي توجهت اليها انظار الدول العظمى ونظراً للإمكانيات الهائلة التي تمتلكها من احتياطي النفط فضلاً عن الوفرة المالية وامكانياتها في النواحي الأخرى الأمر الذي دفع فرنسا نحو السعي لتقريب التواصل ما بين البلدين للوصول الى شراكة حقيقية عن طريق ابعاد مختلفة.
