Abstract

The Taif Agreement of 1989 marked a decisive turning point in resolving the Lebanese crisis, providing the political framework that brought the Lebanese Civil War to an end and restructured the country's political system. The Agreement received broad support from the Gulf Cooperation Council (GCC) states, reflecting their recognition of the importance of Lebanon’s stability for regional security, as well as their commitment to preserving its unity, sovereignty, and preventing the spillover of the conflict into the wider region. This study examines the various dimensions of Gulf Cooperation CouncilGCC support for the Taif Agreement, highlighting its political and diplomatic backing through endorsement of the Agreement and the provision of Arab support for its implementation. It also explores the economic dimension, including financial assistance, reconstruction initiatives, and investment programs aimed at rebuilding Lebanon after years of conflict, as well as the security and strategic dimension focused on strengthening state institutions and promoting long-term stability. The study further emphasizes the pivotal role of the Kingdom of Saudi Arabia, which hosted the negotiations in the city of Taif, facilitated dialogue among the Lebanese parties, and created the conditions necessary for reaching a historic political settlement that gained both Arab and international support. Saudi Arabia also continued to play a leading role in supporting the implementation of the Agreement and Lebanon’s post-war reconstruction efforts. The study concludes that theGulf Cooperation Council GCC states, led by the Kingdom of Saudi Arabia, maintained a consistent and sustained commitment to supporting the Taif Agreement, regarding it as the cornerstone for ending the Lebanese Civil War, achieving national reconciliation, rebuilding the Lebanese state, and promoting security and stability in Lebanon and the broader region..
