Abstract

   The city is a natural human condition. It is like a living organism in constant and continuous change in terms of time, space and quality. Therefore, there is no city that has remained the same as it was born in terms of form and size. Both are witnessing continuous change (increase or decrease) under the influence of a number of factors, foremost of which is population growth, which is today a global phenomenon as a factor pushing in this direction. The problem does not lie in it as an abstract case, but in the imbalance that may occur in the volumetric structure and the resulting state of distortion and imbalance in the general urban system.

   Size is the most important pillar on which spatial development planning is based, hence its importance in research and study. This research came to show the dominant city or the first city in addition to finding a basis for the system of arranging cities in Salah al-Din Governorate, and highlighting the relationship between the size of the city and the rank through applying the Zipf rule (rank/size), as it became clear that the urban system in Salah al-Din Governorate suffers from a clear size imbalance that has a negative impact on the urban level in it, with a clear prominence of the first city with a scarcity of cities of average size.
