Abstract
The United States of America was able to formulate a new way that serves to inspire and impose control and expansion at the expense of the large American continent, and in order to build its own strength is to adhere to the policy of isolation, and this was seriously crystallized in the declaration of the Monroe Doctrine issued in 1823, which enshrined non-interference in international (European) affairs, and the United States , The American policy towards the South American continent (Latin America) was not to accept any strong European power that threatened the security, independence and interests of the United States after the Great Independence revolutions there against the Spanish empire, which occupied most of the continent, and the Spanish, Portuguese, British and French colonies became independent there.
