Abstract
Future vision by which Alfin Tovlar is mostly distinguished is a critical approach that many recent studies lack. Modern Arab world, as such is in need for such studies in the field of historical philosophy. This mostly desired because it is linked with the flow of civilizational currents. Alfin Tovlar is an American thinker of great importance in foreign policy. The study aims at comparing him with Toynbee in his interest in history and the waves of civilization throughout history. Such waves transfer language, culture, science, religious ideas and beliefs
