The Deterioration of the Economic Situation in Tunisia and the Fall of the Ministry of Mustafa Khazna Dar 1870-1873

Abstract
Tunisia's economic, social and political conditions have deteriorated since the first half of the nineteenth century, especially after the reform movement carried out by Ahmed Bey, which had adverse effects on the country, followed by bad agricultural seasons, waves of famine and epidemics, as well as the corruption and extravagance of Bey and his men, led by Grand Minister Mustafa Khazna Dar which led to the bankruptcy of the state treasury and forcing it to borrow, but it was unable to repay its loans, which amounted to (125,000,000) francs.
The Finance Committee was formed in 1869 to pay debts to their owners by reforming Tunisia’s finances and controlling its resources and revenues, and to improve the economic and social conditions in the country after reducing some taxes and canceling others, and granting land to a number of small farmers to contribute to improving production. The value of duties imposed on foreign goods, which leads to the improvement of the conditions of commercial transactions and thus leads to an increase in the imports of the state treasury.
Khair al-Din succeeded in increasing state revenues, raising the value of the budget, completing his reform movement, and ensuring that it was not obstructed by spoilers and those who reject everything that touches their own interests, such as Mustafa Khazna Dar. In front of the Bey Muhammad al-Sadiq in order to devote himself to working to change the situation for the better, and he succeeded in this, so he was dismissed and appointed as his successor.
