Means of Managing Financial in the Abbasid State

Abstract
This study aims at showing the means of supplying the financial deficit in the general budget of the Abbasid state, throughout understanding the ways used by the Abbasid state to treat the financial deficit as well as the role of these ways can play in changing this deficit and treating it as well. In order to show these means, this research is divided into issues, each one handles one of these means, which was used by the Abbasid state to supply the financed deficit as follows;
- Mintage (issue new coins).
- The public loans and its role in financing the deficit.
- To invest, imposing new illegal taxes.
- To sell some of properties of the state or increase the prices of its products.
- Using another means to support the financing deficit (such as the alms tax and the endowment).
The research also tries to explain the legality of these means and legal rules which explain whether this application used by the state was in accordance with those rules and conditions or not.
