Abstract

The emergence of civil life in ancient Iraq in the beginning of the third millennium BC, ushering in a new era in the civilization of ancient Iraq, it had its own characteristics compared to the period that preceded it, and thus left a great influence on the course of history and civilization in it. The emergence of the city was accompanied by the life of  a simple village in all its features. This transformation left a great impact on the lives of the ancient Iraqis when some cities occupied a major role in political and public life in ancient Iraq  especially when those cities became centers of government and management of affairs.


    The selection of the sites of the royal capitals were subject to several economic considerations, such as fertility of the  area, and its  location near to the bank of the plain river. The movement of royal capitals in ancient Iraq was characterized by its movement from south to north, following up with that the movement of government centers in Mesopotamia, which was established at the beginning in southern Iraq and then began to move towards the north gradually
