النُظُمُ والمؤسسات الإدارية في الإِمارةِ الصفَّاريَّةِ (254 – 298 هـ/867 – 910 م) (دراسة تاريخية تحليليةٌ)

الملخص
عند دراسة نظم الإدارة في الامارة الصفارية في سجستان؛ تواجهنا صعوبات غير قليلة منها أنَّ معلوماتنا عن الوظائف الإدارية عموماً غير كاملة، فبعض هذه الوظائف لا تذكرها المصادر إلا اسمها أو معلومات مقتضبة من أزمنة وأمكنة متباعدة على الرغم من أنَّ مقتضيات الأحوال تستلزم وجودها، مما يجعل من الصعب تقديم صورة كاملة عنها، وبخاصة أنَّ معظم جوانب المؤسسات الإدارية لهذه الإمارة، ونظمها لم تدرس بصورة دقيقة وشاملة.
ولهذا نجد أنَّ الغموض يكتنف المؤسسات الإدارية التي كانت قائمة في هذه الإمارة، إلا أنَّ السمة البارزة في هذه المؤسسات الإدارية هو الإبقاء على جانب من النظم الساسانية القديمة، والتي هذبها العرب المسلمون لكي تتناسب ومكانتهم كحكام فاتحين لهذه البلاد، وعلى الرغم من المحاولات الحثيثة الذي بذلها أمراء هذه الإمارة من احداث تغيير في هذا الجهاز الإداري ليجعله ملائماً للأوضاع الجديدة في هذه الإمارة؛ فلا عجب أنْ نجد استحداث نظم إدارية وإلغاء اخرى بحسب الضرورات والأحوال السياسية لهذه الامارة. ومما يزيد من صعوبة تصورنا للأوضاع الإدارية في الامارة الصفارية في سجستان أن معلوماتنا عن النظام الإداري الساساني الذي سبق الفتح الإسلامي لهذه المنطقة هي الأُخرى غير واضحة لأن الساسانيين لم يخلفوا وثائق مدونة عن اوضاعهم الإدارية ثم إنَّ تطبيقهم لنظام اللامركزية الوراثية أدّى إلى تعدد الأنظمة الإدارية وتنوعها.
