التجربة البرلمانية العراقية في مجلس المبعوثان العثماني (1876-1914)

الملخص
يعد البحث - محاولة متواضعة من أجل تسليط الضوء عن أول تجربة برلمانية كان العراق قد خاضها، على أثر مشاركة عددٍ من النواب العراقيين في مناقشات مجلس المبعوثان العثماني، حينما كان العراق واقعاً تحت السيطرة العثمانية .
لقد مارس العراقيين تلك التجربة بعد إعلان الدستور العثماني وتشكيل مجلس المبعوثان، أبان حكم السلطان عبد الحميد الثاني والإتحاديين، خلال المدة (1876-1914). وقد تشكلت خلالها مشروطيتان، أي عهدان دستوريان، تحققت فيهما اربع دورات انتخابية، واحدة ضمن المشروطية الأولى، تحقق فيها اجتماعان، وثلاث دورات في المشروطية الثانية.
وقد توصل البحث إلى خلاصتين هما :
الخلاصة الأولى : أن الإيعاز ببدء العمل بمجلس المبعوثان والدستور ومن ثم الأمر بحلهما (ولمرات عديدة)، يعني أن كل من السلطان عبد الحميد الثاني والإتحاديين - على حد سواء - لم يبدوا أي إحترام يذكر تجاه الدستور والحياة النيابية. وذلك يعني أنهم كانوا قد اتخذوا من كل ذلك غطاءً لهم، من أجل البقاء أطول مدة ممكنة في سدة الحكم.
اما الخلاصة الثانية : رغم من السلبيات والتناقضات التي صاحبت تلك التجربة، إلا أنها لم تخلو من المفاهيم الإيجابية والنافعة، لا بل أنها كانت بنظر العراقيين تجربة ناجحة وأساس متين، من أجل ممارسة الحياة النيابية المقبلة في العراق.
