Abstract

The research aims to identify the rates of disabled individuals with special needs, understand the types of disabilities and the reasons that led to these disabilities, and reveal their spatial variations in Babil Governorate at the level of its administrative units. To achieve this, the descriptive, analytical, and quantitative methodologies were employed, and the data was organized in the form of tables, which were then converted into rates and relative importance to understand their spatial variation within the same administrative unit and among other administrative units. Additionally, maps and charts were utilized. The research relied on data from the Ministry of Planning and Development Cooperation, the Central Statistical Organization, and the Technology Information, including the Poverty Mapping Survey and Maternal Mortality for the year 2013, as well as the National Survey to Measure Performance Indicators and Demographic and Social Characteristics of Individuals with Special Needs for the year 2023.The research concluded that there is a spatial variation in the rates of disability and their causes in Babil Governorate at the level of its administrative units. The disability rate in the study area for 2013 was (14.65) disabled individuals per one thousand population, with Jurf Al-Sakhar recording the highest rate of (23.33), while the center of Al-Qasim district had the lowest rate (5.94). In 2023, the rate increased to (49.95) in the governorate, with the highest rate of (114.74) in the Al-Imam neighborhood, and the lowest rate recorded in the center of Al-Qasim district at (11.44). The leading cause of congenital disabilities ranked first with a relative importance of (43.2%), while aging ranked last with a rate of (2.8%).At the level of administrative units, the center of Kutha district had the highest percentage for congenital disabilities at (48.2%), and Al-Taliyah neighborhood recorded the highest percentage of disabilities due to war and illness at (23.9% and 8.2%), respectively. Jurf Al-Sakhar had the highest percentage (23.6%) due to physical and psychological abuse, while the center of Al-Hilla district recorded the highest percentage for disabilities resulting from work or accidents at (15.1%), and the rate was (8.2%) in Al-Imam neighborhood due to aging.
