Formation of Rotating Government in Morocco 1998

Abstract
This research sheds light on the government of rotation (1998), which is considered an important democratic shift in the modern history of Morocco. From 1992 until 1998, a consensus was reached on the formation of the government by the Democratic Bloc that represented most of the opposition parties headed by Abd al-Rahman al-Yousifi, who, after a series of negotiations with political parties, was able to form a government consisting of forty ministries with the participation of six political parties. The government accepted and supported most of the political parties, as well as King Hassan II, the main support for the idea of a rotation government, and Abd al-Rahman al-Youssoufi was able to obtain a grant of confidence from Parliament on the program of his government with a majority of political forces, so that this government would be the starting point towards achieving a real democratic transformation in Morocco.
